DISABILITY BILL: GROUP HAILS THE PASSAGE OF THE YOBE STATE PERSONS WITH DISABILITY BILL

The Centre for Infrastructural and Technological Advancement for the Blind has lauded the Yobe state house of assembly for recently passing the bill for the establishment of a board for persons with disability.

This was contained in a press release issued by the group’s executive chairman, Jolomi Fenemigho on Wednesday.

Fenemigho applauded the resoluteness, dedication and ingenuity portrayed by members of the Yobe state council, describing it as a right step in the right direction.

According to him, “prior to this, 10 states of the federation have already passed the disability bill into law and here is another addition that deserves a thumbs up to the Yobe state house of assembly for their steadfastness in spite of the covid 19 pandemic.”

Fenemigho further urged the Yobe state government to adopt total inclusion and active participation of disabled persons by appointing them as active members of the board and any other policy making committee that affects the welfare and well-being of the masses.

According to him “the federal, state and local governments up to this moment have been purposefully refusing to involve the disability community in any policy making or policy monitoring committee that directly affects the lives of the masses even in policies that affects them, and against that backdrop, I strongly urge the state government not to tow the same path but instead, break the cycle by doing the needful.”

The CITAB boss further accused the 11 states that has passed the disability bill into law of failing to establish an agency that would monitor the full implementation of the law.
According to him, “A lot of laws and policies are made daily but Nigeria has a notorious history of not implementing legal statutes especially those that involve disabled persons. Governor Mai Mala Buni should do what is necessary by establishing an agency that would oversee the implementation of the law. The progress report on the implementation of the policy ought to be given to the governor directly.”

The CITAB boss further called for the participation of leaders of the local councils in sensitizing citizens on how to help the disabled in their various communities and creating awareness.

According to Fenemigho: “Many disabled live in total isolation and are afraid to interact, communicate or even aspire to develop themselves in these communities.  However, with sensitization through the local councils and creating awareness of the rights and benefits of a disabled, they stand a chance of living better lives.”

The CITAB boss therefore charged other states to mimic the 10 states that have passed the Disability Act into law for the interest of disabled persons all over the country.
